From Narita International Airport:

The most convenient way to reach the Tsukuba International Conference Center from the Narita International Airport is by the Keisei Bus connecting the airport with Tsukuba City.

Upon arrival, please, buy a bus ticket to TSUKUBA CENTER (2540 JPY) at the Keisei Bus Reception Counters that are located near the arrival exits of the Narita International Airport.

Buses to Tsukuba depart from the bus stop No. 8 at Terminal 1 and No.10 at Terminal 2 with this schedule.

After getting off the bus at the Tsukuba Center stop (Google map coordinates: 36.082393,140.112119), the Tsukuba international Conference Center can be reached by approximately 10 minutes walk on a pedestrian path. Alternatively, a taxi stop is located just beside the bus stop.

It is also possible to reach Tsukuba from Narita International Airport by train, though several transfers combining different train lines have to be made without much time or cost reduction with respect to the bus option.
