The Basic Program for Science and Technology asserts that promotion of international cooperation is important for improvements needed to create an intellectual foundation and to promote standardization in the field of basic technical planning. Also, independent administrative institutes are needed to play a pivotal role in projects that require long-term commitment or coordinated organizational efforts, such as the development of databases and common platforms designed to assist the effective use of materials.

Based on the acquisition and analysis of standard reference data for materials, accumulation and analysis of materials knowledge information, and R & D of international standard evaluation methods and testing technology, the Materials Information Technology Station (MITS) provides comprehensive information that helps to develop solutions useful for the development of new materials, optimized use of materials and selection of optimum materials.
