UTM, with two main campuses in Johor Bahru, the southern part of Malaysia, and Kuala Lumpur, the capital city, is one of the best universities in Malaysia. Its inception was in 1904 as a Technical School in Kuala Lumpur. In April 1st, 1975, it was officially established as UTM. As the former Vice Chancellor, Prof. Dato' Seri Ir. Dr. Zaini bin Ujang visited NIMS in June 2013. UTM is known to promote science and technology exchanges with Japan.

Under the MOU, NIMS and UTM will promote collaborations for fabricating nano-particle alloys, and using them as catalysts and environmental barrier coatings. As the MOU concluded, UTM was organizing the 1st International Materials, Industrial, and Manufacturing Conference 2013, indicating that materials science research attracts attention to UTM staff and students. It is expected that the MOU will trigger further collaborative activities.
